English Language Learning (ELL) Program Policies and Procedures

These policies and procedures have been implemented in accordance with ARS 15-751-756

ELL Identification Procedure

When one or more of the 3 questions on the phlote form or enrollment form are answered with a language other than English, the ELL department researches the student’s Arizona English Language Learning Assessment (AZELLA) testing data. This is done by typing the Student Accountability Information System (SAIS) number of the student into the Arizona Department of Education’s Common Login Application system to get a SDELL70 report. If the student has a current academic year testing placement score of not Proficient in English, then the student is placed into the ELL program at their school. However, if the student does not have a current academic year score and has not tested Proficient on his/her most recent AZELLA then the student will be administered the AZELLA Placement Test.

Initial Language Assessment Procedure and Timeline

Students who first enroll at the beginning of the school year are administered the AZELLA Placement Test within 30 days if they are a Title III school and within 60 days if they are not a Title III school.

Students who enroll in the middle of the school year are administered the AZELLA Placement Test within 2 weeks if they are a Title III school and within 30 days if they are not a Title III school.

Trained ELL staff administers the AZELLA to the students.

Program Placement Procedure

For students who first enroll at the beginning of the school year and do not score Proficient on the AZELLA Placement Test or are a continuing ELL student, parents are notified of their child being in the ELL program within 30 days if they are a Title III school and within 60 days if they are not a Title III school.

For students who enroll in the middle of the school year and do not score Proficient on the AZELLA Placement Test or are a continuing ELL student, parents are notified of their child being in the ELL program within 2 weeks if they are a Title III school and within 30 days if they are not a Title III school.

Upon a parent request for withdrawal from the ELL program, the school principal notifies the ELL coordinator and he/she fills out the testing data. The principal signs the form and explains the process to the parent while giving it to the parent to sign. This process also includes information regarding the required once a year AZELLA reassessment until the student reaches the Proficient level of English. Finally, the original copy is placed in the student cumulative file and a copy is forwarded to the ELL Director for the Local Education Agency (LEA)/district files.

Reassessment Procedure

Current ELL students are reassessed with the AZELLA once during an academic year in the spring, or at the beginning of the upcoming school year if a student missed the spring testing window.

Reclassification and Monitoring Procedure

For students who receive an overall score of Proficient on the AZELLA, the Notification of Reclassification letter is sent home to the parents of that student. A copy of this letter is placed into the LEA/district ELL files and the original is placed into the student’s cumulative file. Each quarter, the student’s benchmark assessment scores and grades are analyzed. In addition, this student is placed on an ELL program school monitoring list. The monitoring process for a reclassified student begins directly after the year a student scores Proficient on the AZELLA for the first time after being in the ELL program.



If the LEA/district fails to meet the Annual Measurable Achievement Objectives, the LEA/district will notify parents within 30 days after the failure occurs.
